EXPERIENCE

Sida Ly-Xiong has over 15 years of experience in the nonprofit sector.  Previously, Sida served as Associate Director of Evaluation and Research at a community foundation in Minnesota where she designed the grantee capacity building program and led research and policy initiatives.  Her career has included creating leadership programs for refugee youth in Wisconsin; researching community development and environmental management initiatives in Botswana; and mediating civic disputes through the Minnesota Attorney General’s Office. Sida also teaches economics at Metropolitan State University.

Project Examples

Sida has a proven track record working with local and national projects; here are a few examples:

§  Organizational Impact Evaluation - Created organizational evaluation framework. Drafted a working logic model which combined programmatic and strategic goals.  Conducted baseline assessment of capacity building efforts across stakeholders and coalition members. Designed documentation protocols for ongoing evaluation.

§  Community Literacy Coalition - Designed and organized community asset map of agencies providing literacy programs in St. Paul and East Metro area. Conducted stakeholder satisfaction surveys of current literacy programs and agencies. Developed technical assistance and training work plans to address needs identified in assessment.

§  Cross-Cultural Community Engagement - Conducted community needs assessment of attitudes towards changing urban demographics. Promoted civic participation and dialogue to find mutual issues and values.  Created task forces to strategize and implement social and economic change.

§  Rural Revitalization Initiative - Engaged political leaders and community in regional strategic planning in Northeastern South Dakota.  Researched national trends in economic development, specifically rural and college towns.  Managed community forums and public dialogue process.
